You will be able to disable the Admin Bar using the Login Redirect feature.

If you want to remove just an item under the ‘+New’ option, you just need to remove the corresponding capability from the role. For example to remove ‘Post’ option, you need to remove capability ‘edit_posts’. Hope this helps.
