Permission to add users for roles with lesser permission level - WPFront

I’m tryint to do something that works well with http://wordpress.org/plugins/capability-manager-enhanced/. I may be overlooking it in WPFront.

I want to enable some roles to add users – but only for role with lower permissions. These are my roles and their assigned levels:
Designer = 5
Manager = 4
Editor = 3
Author = 2
Contributor = 1
Subscriber = 0

I want Designer to be able to add users for level 4 and below; Manager for level 3 and below; Editor for level 2 and below.

I’ve adjusted the deprecated level for each role in WP Front, but when I grant permission to add users it remains wide open. Anyone with the permission can create any type of role. Thx.

This is something I have in my to do list. But I won’t be using levels for this, since levels are deprecated and will be removed in future version of WordPress. I still need to figure out an easy way.
