Hi Syam,
using WooCommerce 3.4.7 and WpFront 2.14.1 and WP 4.9.8.

Shop Manager are not able to assign roles to users which are already assigned. If they are assigned to default role they can. But if they are already assigned to another one they don’t.
Admins can.
That is strange.

Hi Syam,

I solved the problem. Created new role Shop Manager with Admin rights and then restricted capabilities and Menu.

Now it works perfect.
