Sorry about the issues.
Please upgrade to version 3.2.0-RC1. After that make sure that,
1. All “read_others_” capabilities is checked/enabled for all roles.
2. “Extended Permissions Precedence Type” under “Roles > Settings” is set to “Allow”.After these steps everything will work fine.

There was a bug fix to address a similar issue.
Please test with version 3.1.0 and see if it fixes your issue.

Thank you for doing a detailed analysis.
Version 3.1.0 has been released and there are some bug fixes in it. Please upgrade and see if it fixes your issue.
If it doesn’t fix, please use the “Debug” feature to confirm the functionality that is affecting you.
If it is Extended Permissions as you suspect, there is a compatibility issue reported between v2 and v3. In version 3, deny has higher precedence. Means if any role is denied, then the post will be denied to the user. In version 2 allow had higher precedence.
I will be adding a setting in the next version to take care of this issue.
