Then this issue must be coming from pods plugin. Do you know what capabilities the plugin sets when it creates a post type?

If you deactivate the User Role Editor plugin, does it fix your issue?
PS: You can manage post types using this plugin, you don’t need a separate plugin for it.

If you don’t see the capability in role edit page, you can add it using “Add/Remove Cap” functionality which is available under “Bulk Edit”.

I don’t know which capability that plugin is looking for. But there is a way you can figure it out.
Create a test role with all capabilities and test with that role. If you now see the ability to download information, then remove capabilities section by section, until you know which section contains the capability. Now you can concentrate on that section and remove capabilities one by one to see which capability makes the difference. That is the capability required for the user.
If you don’t see the download information option even after enabling all the capabilities for the Test Role, this means the plugin is explicitly checking role names like “administrator”. If this is the case, this cannot be overridden since it’s hard coded in their plugin.
In either case you can contact the developer of RSVP plugin and ask them which capability their plugin is looking for.

This is most probably because some other plugin or your theme is overriding the value. Is it possible for you to test with other plugins deactivated?
