Sorry for the late response. I can still help you fix the issue, so that you don’t need that extra plugin. Until this issue is fixed you can keep it.
I still need the URL of the page where you see unauthorized message. Just go to the page where you see the “You do not have sufficient permissions to access this page.” message and copy the URL from browser.

‘Administrator’ role is supposed to have all the capabilities and is not possible to edit using this plugin. I doubt whether Visual Composer is explicitly checking for ‘Administrator’ than checking against capabilities.
Is it possible for you to contact the author of Visual Composer and ask them ‘what capability need to be enabled to access Visual Composer?’.

This could be because the editor role doesn’t have the required capabilities or Visual Composer specifically check for Administrator role.
Can you do the following test?
Create a test role with all the capabilities in your site(use ‘Select All’) and see whether Visual Composer works for this test role.

I’m not sure I understand the issue. So you have a widget which is enabled for Group Leader but not for Customer. And it is not visible for a user who has both the roles, but you want it to be visible. Is this your issue? If possible can you share a screen shot of your widget permission?
