The role dropdown in user profile is populated by WP core. This plugin doesn’t decide the sort order. You can test by deactivating this plugin. And you should still get the same sort order.
I’ll add an item in my to do list, with a low priority, to see if this can be sorted.

Can you please test by giving the custom role all the capabilities? You can also give the ‘gform_full_access’ capability using the Add/Remove Cap functionality.

Can you enable menu editor for the custom role, then try login using that custom role user. This will show you the actual capabilities used against that user. I’m assuming Gravity forms are rewriting their capabilities based on the logged in users role.

It looks like you do not have a subscription, so there is nothing to cancel.
All you have to do is ask your client to renew the license key using their email address. This will create a new account for them.

‘promote_users_to_higher_level’ capability needs the correct ‘level_’ capabilities configured for it to give you the desired results. Are you dealing with WordPress standard roles or custom roles?

I don’t have any experience with most of these plugins. However they don’t sound like roles related. Sorry. I’m not sure where is it coming from.
What you could do is, create a clone of your site, then test with deactivating plugins one by one and see if it fixes your issue.

This how WordPress core works. When a site is multisite, user should have both these capabilities.
If you were to assign it directly to that user, it would be across all sites. Since you are assigning it to a site role, it will affect only that site. Because site roles are not shared between sites.
