Sometimes plugin developers explicitly check their role name for permissions rather than a capability. In those cases, user requires membership in that particular role. Can you check with the other developer whether “Shop Manager” role is explicitly checked? If its not being explicitly checked, then ask what capability is being checked for that functionality.

I have no experience with WooCommerce, but it sounds like an issue with that plugin. Have you tried giving the user all capabilities just to see whether that fixes the issue?

This functionality is already in my to do list. Right now I’m in the process of rewriting some functionalities to have some flexibility. Once that’s done, I’ll release a beta version. I’ll only be able to add this functionality after that.
